If you feel the need to follow this advice, set the meter down and call an electrician. You are UNQUALIFIED.
A meter (like the Fluke you show) with the correct leads are NOT going to carry current through your body when testing a 120V/20A outlet for less than 30 seconds. Now I certainly wouldn’t use that meter and leads to go test the 7kV lines above my property.
I just turn the power off when I’m checking voltages. That way I’m extra-safe.
